
Born on September 27, 1938, in Caracas, Venezuela. Jorge, a divorced father of four children, is a merchant by trade and a lawyer by profession.
Before pursuing a career in international commerce, he spent 10 years practicing law in Venezuela. He founded the well-known and prosperous grain trading company DUARTE, PARTIDAS & ASOCIADOS, which prospered for more than 20 years and represented important international suppliers in the commodities industry. In addition, he founded NAVIERA PACÍFICO C.A., an international shipping company, with two ships that strategically assist the trading activities.
After practicing as an attorney in Venezuela for ten years, Dr. Jorge started a grain trading business in the country, which later gained international success under the name DUARTE PARTIDAS & ASOC. At the same time, also established an international shipping business (NAVIERA PACÍFICO C.A). I retired at 55 to do what I always really wanted to do, to become a writer. I’ve published 7 novels in Venezuela, and also ‘cuentos’ (brief stories). Since Nov 2018 I’ve been together and living with a wonderful, beautiful and very patient woman, Ms. Marta Terán Zago.
After retiring at the age of 55, Jorge gave his all to his love of writing. In addition to his many short tales and essays on topics like politics, economy, and investment in Venezuela, he has written seven novels in Spanish.
Apart from his writing endeavors, he spent fifteen years creating a waterfront property in Chirimena-Higuerote, Miranda State (in north-central Venezuela), with the goal of making it a posh vacation spot. After making large personal investments in the project, he was confronted with the disastrous effects of Venezuela’s political transition. In the end, he was forced to give up on the project by the totalitarian governments of Maduro and Chávez, which resulted in the loss of significant savings and resources.
Jorge and his Venezuelan-Mexican spouse, Mrs. Marta Terán Z., have been living in Mexico since 2016. She has been a constant companion and source of unflinching support, especially for his literary profession and general well-being.
Jorge was afflicted with polio at the age of fourteen, which injured his left leg. Despite this, he has persevered and overcome the difficulty throughout his life.
I’m advocating for a new concept of SOVEREIGNTY of nations, what I’ve called GOOD SOVEREIGNTY (instead of just simply ‘Sovereignty’) as an effective and new way of diminishing and hopefully eliminating global warming in the nearest future possible
The key points of the proposals includes recognizing the urgency of addressing face-to-face world environmental issues before catastrophic events make life on Earth unbearable. I propose a radical shift in the concept of Sovereignty, prioritizing environmental matters above the sovereignty of nations. It is the acceptance that the ENVIRONMENT is the SUPREME AUTHORITY above all man-made laws, which includes the Legislative, Judicial, and Executive powers of each country of the world.
A global system of automatic sanctions for mass or significant violation of the environment and its present and future consequences, a process requiring no human intervention.

Environmental Sovereignty is a fundamental shift in the concept of sovereignty in environmental matters. The environment should hold supreme authority above the traditional legislative, judicial, and executive powers of individual countries.

Transformation of most Military Academies of the world into institutions focused on environmental education and conservation. This shift would significantly divert resources away from military expenditures and personnel, redirecting them towards addressing environmental challenges.
5. Global Environmental Sanctions
Establishment of a global automatic system of sanctions for environmental infringements. These sanctions would be automatically imposed to persons, institutions or nations in response to environmental violations, with mechanisms to ensure prompt compliance or penalties.
6. Environmental Vulnerability
A significant portion of the world’s population is environmentally defenseless, and their concerns are ignored or suppressed by erratic or outdated laws, bad political leaders, and egoistic economic interests. This vulnerability needs an immediate change on a global scale and in the Constitutions of the world. It emphasizes the importance of initiative-taking and coordinated efforts to address environmental challenges before they become insurmountable.
